I run a 93 23 Nova spyder last year I was running a 454 built to 420 specs bravo 1 drive 1.5-1 drive with nose cone and a bravo 1 labbed 24 prop she ran 69 gps at about 5200 rpm.

This year same boat and prop but i am running a 454 stroked to a 496, custom cam, bigger valves carb boat pulls hard I haven't ran it wide open for any lenght of time but at anywhere from 2800 to lets say 4500, I can just gas it and the prop breaks loose I make a lot of noise but it doesn't go anywhere i am running a solid hub I have been told to go to a 5 blade hydromotive but I will get some top end numbers and gps the boat so you have some better information.

5200 rpms top end 24 pitch labbed bravo 1 68-69 mph gps this is what it ran last year with a 420

I have a ton of low and midrange power,(much much more) I have to run the trim a little lower(than normal) to make it bite more. It will put you back into the seat when you gas it.

Here is the full numbers on the boat 5400 rpm's; 5 people; 80 gal gas; 71mph gps. Now the boat is what I call torqueing over (which it did when I first bought it running a 23 Mirage) I got out of that by putting on a bravo 1 4 blade and having it labbed. Now with the 496 the bravo 1 is doing it but 500 rpm higher. I have to run my tabs cruising like I have 400 lb fat woman on board, just to keep it level. I was told I need to spin the motor faster to get out of this. Does that sound right?

It seems to me that you are turning way too many RPMS. A 496 HO WOT is 5150 if I'm not mistaken.
