It looks like a fill hole for the outdrive oil.
nope, nota fill hole for the outdrive, unless there is more than 1.
The fill hole for the outdrive is at the top with a dip stick.
oh Dr.Jeff glad to see you are ok from the double decker accident. I heard you guys too a nasty fall!

I am sure you know this, BUT
The fill hole is NOT on top of the drive!!!!!!
always fill a drive from the hole in the bottom with a pump to avoid air pockets, and the top hole is just the dipstick for level check.
Some drives have this screw in the middle, for level check also, when filling from the bottom, remove this screw, and fill the drive from the bottom til the oil runs outta that hole, then check level with dipstick. Yours looks a little low for this purpose, but who knows????
this screw goes all the way to the other side of the upper unit.
on the other end its just a round flat surface looking rod.
This is really puzzling me..?!?!?
oops, yeah brain fart... the very very bottom screw is the fill hole and the top is the dipstick.... hey thats sounds familiar!
heheh
PLEASE SOMEONE out there has to know exactly what this thing is....

OK,
I had to go back, and read something from about a year ago, but now I remember. Some of the Volvo's have some of the old OMC design stuff in them, here is a thread from another site(not sure if you are, or have to be a mamber to view), could this be it, a water jacket, since your water pump should be right under that plastic cover in the back???
http://www.speedwake.com/upload/showthread.php?s=&threadid=11565&highlight=OMC
I saw the diagram and i dont see that screw in the pic.
HUM??????

Well,
That diagram is for an old OMC, but the Volvos use a similar design. On the OMC's, they put the Cobra sticker over it, so you didnt F@#$ with it. I am not totally sure, but when I had my cobra worked on, the mechanic said something about it being a water jacket or something like that, a call to any good dealer that sells Volvo equipped boats should be able to tell you whats up.

Although it doesnt really show it in the diagram, here is where it was on an OMC(circled in green), looks kinda close to where yours is.

OK,
I did a little more research for you, and STILL, no answers
Here is the actual VOLVO Parts diagram, and it shows the screw, but no part# assosciated, maybe you can figure something out I couldnt find???
Here is a link to the rest of the diagrams

Your a funny guy Jeff!!!!
Not that bein over here is a bad thing, but as you all know, Speedwake is my home, all of my Florida boys are over there, TimG, Jay13, ScottyB, DYD, AVHO(although Dan is over here too  ). I enjoy reading all of the LOTO stuff over here, and hope to visit someday
By the way for any of you who havent been over there lately, a little update.......
Jay13 now lives in FL, and has a REAL mechanic(ME [smilie=071.gif] ) working on his Baja, so no more 5 page threads on what a POS it is!!!
TimG announced today that he is going to work in Sales For National Marines Florida office, so anybody looking for a great boat at a good deal, let me know, and I'll put you in touch.

Dont know squat bout screws but I DO know it looks like you have some corrosion around the screw in question. Buddy of mine in Detroit has a new last summer Regal cruiser. Drives were rotting away and Volvo replaced them mid season. Saw the same crap at the end of the season now they are replacing them again. I guess it's a known problem to them so if you have any corrosion, get on Volvo.
Screw the screw, get new drives!
